20th November: Day of the EUROCONSTRUCT-Conference

  • Macroeconomic outlook to 2029 – the broad scenario shaping the construction industry
  • EUROCONSTRUCT total construction outlook – covering all 19 member markets
  • Focus topic: Housing – the EUROCONSTRUCT housing forecasts, complemented by two lectures:
    • The European Affordable Housing Plan – targeting some 650,000 additional homes annually on top of the 1.6 million built today; its context and implications for the sector
    • The Austrian situation – with a focus on limited-profit (non-profit) housing as a potential best-practice example

Afternoon Session draft outline:

  • Focus topic: Non-residential construction – the EUROCONSTRUCT forecasts on Non-residential construction paired with further lectures on
    • Current challenges – cost pressures from rising energy prices, regulatory burdens, and wage increases

Ultimately, it explores why strategic investment in the built environment is the vital engine for progress and how the global challenges can be transformed into tangible European growth and resilience.

European Macroeconomic Trends Shaping the Future of Construction

Univ.-Prof. Gabriel Felbermayr
Director of the Austrian Institute of Economic Research (AT)

Gabriel Felbermayr has been Director of the Austrian Institute of Economic Research (WIFO) in Vienna and university professor at the Vienna University of Economics and Business (WU) since 1 October 2021. Professor Gabriel Felbermayr, PhD, was born in June 1976 in Steyr, Austria. After studying Economics and Trade at the University of Linz, he went to Florence, Italy, to pursue his doctoral studies. 

His research and consulting work focuses on issues of international trade theory and policy, labour market research, European economic integration, and current economic policy issues. He has published a large number of articles in international academic journals, policy briefs, and newspapers. His research has been recognised with several awards.

Career milestones

2004 to 2005: Associate Consultant with McKinsey & Co. in Vienna. 2005 to 2008: Assistant Professor at the University of Tübingen.
2009 to 2010: Chair in International Economics at the University of Hohenheim (Stuttgart).
2010 to 2019: Lead of the ifo Center for International Economics at the University of Munich, where he also served as a full professor in International Economics.
2019 to 2021: President of the Kiel Institute for the World Economy and ha chair in Economics and Economic Policy at Kiel University (CAU).

Michael Klien
Senior Economist at Austrian Institute of Economic Research (AT)

Michael Klien is senior researcher at the Austrian Institute for Economic Research (WIFO). He completed his master's and doctorate studies at the Vienna University of Economics and Business Administration and then worked as a postdoc at the IAE de Paris, Sorbonne Graduate Business School. In his function as construction and housing expert, Michael is the Austrian representative in the EUROCONSTRUCT network. His research centers on the organisation and performance of public services, ranging from public economics, political economy, organisational studies to institutional and industrial economics.

Amy Mulligan
Manager at Ernst & Young Economic Advisory (IE)

Amy Mulligan is an economist with EY, specialising in construction and housing market analysis across Ireland. She is the Irish member of the EUROCONSTRUCT Network, contributing to the preparation and synthesis of construction market forecasts and comprehensive research. In her role, Amy also advises public and private sector clients on housing and construction market developments, and is actively involved in shaping evidence-based insights to support sustainable growth across the built environment.

European Non-Residential Construction to 2029: Adapting to a New Demand Landscape

Lorenzo Rodriguez-Fernandez
Director at Keystone Economics (UK)

Lorenzo Rodriguez-Fernandez is a Director at Keystone Economics, the UK member of EUROCONSTRUCT, and a Senior Economist at Experian. He has been a UK EUROCONSTRUCT member for four years and is an expert in UK construction sector analysis. He plays a leading role in the UK team’s forecasting of market trends and in delivering strategic insights across commercial, residential and consumer markets.

European Civil Engineering to 2029: Building on Public Investment

Stefanie Siegrist
Economist at KOF – Swiss Economic Institute (CH)

Stefanie is a researcher in Economics working at KOF Swiss Economic Institute of ETH Zurich. Besides her involvement with the long-standing KOF firm surveys, she monitors the Swiss construction sector closely. As part of KOF’s forecasting group, Stefanie conducts in-depth analysis of the Swiss construction market and regularly forecasts construction investments for the next few quarters. Besides macro-level forecasting, she builds upon her profound knowledge of the construction economy on the micro-level, which is vital for this relatively small sector characterized by many peculiarities.

Marte works as a senior economist at Prognosesenteret Norway. Prior to that, she completed a Master's degree in economics. She works with the rest of Prognosesenteret's macro team to monitor and update forecasts for the national and international economy and the construction market.

Markku Riihimäki is a leading expert and CEO of Forecon Ltd, specializing in construction materials market forecasting and business intelligence for the building sector. With an M.Sc. (Tech) and decades of experience, he is recognized for his research-driven insights into construction product markets, both in Finland and across Europe. As a member of the EUROCONSTRUCT network, he plays a key role in international market outlooks, supporting strategic planning for construction industry stakeholders, authorities, and investors.

Sustainability Leadership and Climate Risk Preparedness: Insights from the Koskela Depot-project

This presentation explores how sustainability leadership can be integrated into large-scale infrastructure projects, with a particular focus on climate risk preparedness. The Koskela Depot (Akseli Alliance) example illustrates practical approaches to both climate change mitigation and adaptation, demonstrating how climate risks can be systematically identified, managed, and embedded into project delivery.

The speakers bring hands-on experience from the project: Tiina Kuokkanen serves as the Sustainability Manager and Karoliina Lietonen as a BREEAM Accredited Professional (AP) at the project. Together, they lead the project’s sustainability work, offering practical insights into how sustainability leadership and climate risk preparedness are implemented in day-to-day project management.

Tiina Kuokkanen is a Senior Manager at Sweco, specializing in sustainability services for the real estate and construction sector, with a focus on developing sustainable project delivery models. She currently leads the sustainability team in the Koskela Depot (Akseli Alliance) project. Tiina’s core expertise lies in translating sustainability goals into practical implementation and ensuring their delivery in complex projects. She brings a strong background in real estate and urban development, as well as extensive experience in business leadership, and process improvement.

Karoliina Lietonen is an experienced sustainability professional and project manager with over 20 years of expertise in sustainable construction. She has played a key role in more than 30 BREEAM-certified building projects in Finland. Karoliina’s work covers the full lifecycle of sustainability management, from target setting and team guidance to implementation, monitoring, and reporting, with a strong focus on energy efficiency, material use, climate risk management, and circular economy. In addition, she has led lifecycle design teams and served as a climate and circular economy expert in major renovation projects, integrating ambitious carbon reduction and sustainability targets into project delivery. She holds qualifications in multiple environmental certification systems, including BREEAM, LEED, and the RTS Environmental Classification.
