Portugal’s construction sector is entering a period of substantial expansion, with the industry projected to contribute approximately €23.7 billion to the national economy in 2025 through growth rates of 2-5%. Portugal’s construction industry is indirectly benefiting from the €2.9 billion disbursed under the national Recovery and Resilience Plan (PRR), which supports a broad range of public investment projects, including infrastructure and housing.
The transformation is particularly evident in emerging sectors where logistics and hospitality developments are reshaping the national landscape, driven by e-commerce expansion and tourism recovery. Investor demand for sustainable and energy-efficient assets is rising sharply, with most new office developments in Lisbon and Porto now integrating ESG or green-building standards such as LEED and BREEAM. Looking ahead to 2027, Hotel development pipelines suggest a moderate expansion of capacity by 2027, driven by projects under Portugal’s tourism recovery and the diversification of regional destinations.
