Housing shows recovery signals, non-residential still under pressure.”

After two years of decline, the housing market fell again in 2024, with production down 20.8% and housing starts dropping 10.1%, especially in single-family homes. However, signs of recovery appeared in late 2024 and early 2025, supported by falling interest rates and government measures such as the PTZ extension. The status evolution of private landlords could further push the market upwards. Sales of individual homes rose 29.6% in January 2025, and loan production surged nearly 58%. Renovation should see a new rise in its growth with MaPrimRenov’ new eligibility. Production is expected to decrease slightly in 2025 (-2.2%) and grow again from 2026.

Non-residential construction also contracted sharply in 2024 (-8.6%), affecting most segments. Early 2025 shows mixed signals: building starts slipped slightly (-1.9%) while permits rose (3.8%), suggesting cautious optimism. Nevertheless, production is forecast to decline again in 2025 (-1%) and continue falling through 2027. Renovation, by contrast, benefits from favourable political and economic conditions.

Public works represent a smaller share of the market but continue to grow, driven by environmental needs in rail and energy infrastructure. This momentum is expected to last through 2027.
